The only thing I saw on the video was crowd control in response to what appeared to be an agitated member of the crowd. You need a permit to go because there are only 4,200 available spaces inside the Church and the courtyard and far, far more Christians wishing to attend the pilgrimage. It's like going to a concert, there are only so many tickets available. This isn't hard to understand, nor is it malevolent.
