I think they want them to know the language to get citizenship.

But they don't have to actually speak it in public. I know someone who recently went there and said everyone speaks Russian. Like when you go into a shop.

You may need to know Russian to get Russian citizenship. Unless you're rich and you pay for it or something.

I think you need to know English to get US citizenship, there is some sort of history test.
