Is it common in your region that immigrants dont speak english or the local language like french if you are from France for example ?

So yesterday I called my internist about the blood in my sister's stool. The secretary asked me if my sister speaks German. I said she speaks German just as well as I do and that we went to school here and graduated from high school. She said she'd have to ask. Okay, maybe it really is because some immigrants don't speak German, but apart from a few very old people, I don't know anyone who has lived here for years but doesn't speak German.
 
Absolutely amazing that you have noticed that Germs speak Germy in Germ Land and that Austrians speak Austrian Germy -- the dialect .
And that new immigrants do not .

If we have a crew of workers here there is usually one of them that speak Spanglish, and they point him out. Most of them here seem to have been granted immunity to most of our laws, too. They also seem to be able to shift from unerstanding to not understanding at will. d

Definitely are some that do. In my place of work I have worked with Muslims, a few Mexicans, some Africans, a few Eastern Europeans...but the only person who ever really pulls that shit like he wants to make an art out of it is a Filipino.
