lying comes easy to him. It's hard to say if he knows what is true at this point. It's in his head and he may think it is true. Is it a lie if you are in dementia? Technically it is but being mentally challenged it's best not to call him on it because it will only put him in an agitated state. He shouldn't be president is the problem. You can't really blame him at this point. He may have realized what was going on a year ago but he doesn't know jack now. Now those around him are the problem. This amounts to elder abuse to Joe...not that he doesn't deserve it and treason, illegitimacy, subversion, fraud, coup d'etat and whatever else constitutional scholars and an honest (hard to find) attorney can come up with.

Most likely it's a confabulation.

People like Biden who have vascular dementia suffer progressive brain damage that affects their memory. Ministrokes destroy parts of their brain. When this occurs their brain's natural defense mechanism is to replace lost memories with confabulated false memories in an attempt to present a false facade of normalcy.

Technically he's uttering a falsehood when he says he went to Israel during the six day war, or that he got arrested in South Africa, therefore he's lying. However, those particular lies are told subconsciously because he actually believes them to be true. There is no conscious intention to deceive.

President Joe Biden simply confised the 1967 Six-Day War with the Yom Kippur War of 1973 during a White House menorah lighting celebration for Hanukkah. 98% of Americans don’t know what either of them are and I bet that estimate is still generous.
