From May 13 to May 18, 2025, the XVI International Economic Forum "Russia - Islamic World: KazanForum 2025" is conducted in Kazan, the capital of the Republic of Tatarstan, which is a part of the Russian Federation.
The Forum is held with the support of the Federation Council of the Federal Assembly of the Russian Federation and the Government of the Republic of Tatarstan.

Slogan of the Forum: “Russia — Islamic World: Trust and Cooperation”

The main goal of the Forum:
To strengthen trade, economic, scientific, technical, social and cultural ties between Russia and the countries of the Organization of Islamic Cooperation as well as to promote the development of the institutions of Islamic financial system in the Russian Federation.

The objectives of the Forum:
  • assistance in strengthening relations between participants in business activities of the Russian Federation and the countries of the Organization of Islamic Cooperation;​
  • elaboration of recommendations in determining strategic perspectives for the development of international economic, scientific, technical, social and cultural relations between forum participants;​
  • involvement of the world's leading experts in joint discussions of current eco-nomic and political issues;​
  • development of recommendations and legislative initiatives aimed at solving problems in the field of functioning of institutions of the Islamic financial system and the economy of the Russian Federation;​
  • organization of experiences exchange and best practices of financial projects implementation;​
  • presentation of mutual investment potential of the countries of the Organization of Islamic Cooperation and regions of the Russian Federation.​

Below some information about connection between the attendance of this Forum and the political situation in the world.
The first International Economic Forum of Russia and the Organization of Islamic Cooperation (OIC) member countries was held on June 25-26, 2009. In that year, 250 people from 18 countries took part in the Forum.
Every year, the number of participating countries grew and in 2013, representatives of 40 countries took part in the Forum.

However, in March 2014, the Ukrainian crisis acquired an international character and the number of countries participating in the Forum that year fell to 25.
Since the sanctions imposed by Western countries after 2014 undermined Russia's economic cooperation with the West, Russian enterprises began to work more actively with companies from the East and South. Therefore, already in 2015, the number of participating countries exceeded the 2013 level and amounted to 46 countries.

In 2021 and 2022, due to the COVID-19 pandemic, there was a decrease in the number of participating countries, but in 2023 another record was set in this regard.
Last year, representatives of 87 countries participated in the Forum, and this year there are already 103 participating countries - see the diagram at the beginning of the message.

In addition to Russian officials, the Chairman of the Upper House of the Parliament of Turkmenistan Gurbanguly Berdimuhamedov, the Chairman of the Senate of Pakistan Nayyar Hussain Bukhari, the Secretary General of the Organization of Islamic Cooperation Yousef Al-Othaimeen and other high-ranking officials arrived in Kazan for this event.

And this year, as the Russian state news agency TASS reported yesterday, representatives of the Afghan Taliban movement too, led by Deputy Chairman of the Afghan government Abdul Ghani Baradar, are taking part in the Forum (see the video below).​

Because of the end of the XVI International Economic Forum “Russia – Islamic World: KazanForum ”, I would like to report on its results.

As reported by the Head of Tatarstan Rustam Minnikhanov (see photo above), in addition to over one hundred participating countries, there were representatives from 82 subjects of the Russian Federation at the Forum, and 850 mass media from 25 countries covered it.

Before the start of the Forum, Russian President V. Putin addressed its participants and, among other things, said:​
For centuries, our multinational country has been open to broad interaction with the states of the Islamic world. And today, despite the difficult international situation, we continue to successfully and consistently expand economic, scientific, educational, humanitarian, and interregional contacts.​

For the first time, one of the Forum’s guests of honour was Malaysian Prime Minister Anwar Ibrahim (see photo below), who arrived immediately after meeting with V. Putin in the Kremlin.

Speaking at the plenary session, Anwar Ibrahim said:​
New challenges, tariff wars, sanctions pressure, geopolitical challenges will never lead us astray. Let us work together to strengthen our strength, which begins in the economy, so... we must strengthen this industry (business).​

It is expected that at the next Forum in Kazan in 2026, the cultural sphere will also take a key place along with economic issues, since this year at the conference of ministers of culture of the Islamic world, Kazan was awarded the status of the Cultural Capital of the Islamic World for 2026.​
