Very very few Democrats voted for that bill and the Senate Democrats have filibustered it to prevent it from moving on to President Trump's desk for signature.
The GOP has offered several compromises but will not put the 1.5 trillion dollars into it that the Democrats are demanding. The Democrats have said no to every compromise.
So there's the investigation. How could it be illegal to report it? They need probably millions of dollars of taxpayer money to know that?
