Mandate 1kw of solar on every new house and 5kw of solar on every new building.
Build 30, 1-2gw nuclear plants
Build 10-15 1-2gw hydro dams
Invest in 100 more gw of wind
Build 100gw of solar within the desert and along our highways....

Most of it would be done by private means and it is hard to figure the numbers of $. But it is doable.
