Let's be clear about one thing--Bernie's proposal only deals with public colleges and universities.

Secondly; what they would "have" to do would become if anything more dependent of the legislators funding them, and less dependent on the whims of students.

Thirdly, it would be a good thing if public colleges and universities stopped acting like they were private entities.

Fourthly, there would still be plenty of private liberal arts colleges for rich people to send their darlings to, to get their degrees in Art Appreciation and whatnot. Maybe those would become a bit more expensive, because we might not see fit to keep Pell Grants alive just for them, but hey...

Since they are private not public, the government can not regulate their cost, what you are proposing is pure communism, which would render the constitution null and void.
