Rump didn't. In fact, it wasn't Rump that ended up sending in the DC National Guard. It was Pence after a lot of arm twisting by a lot of people. Rump was too busy giggling like a little girl in front of his TV.
 
Trump set the date and INCITED the attack - he let others do most of the planning.
