While it seems to me to be a regime that long ago ran out of steam, particularly after their Thug God Castro died and received a first class ticket to Hell, I don't think they're smart enough to cut any deals.

Looks like the Cuban Bolsheviks are badly screwed this time, much like the Moscow Bolsheviks in 1991. I don’t see how they could fix the fossil‑fuels problem — do you? How can they run Cuba without oil or gas? Let’s say khan putin gives them some cash — what are they going to do with Moscow rubles?
