No it isn't. Because the rockets are fired in response to the blockade, occupation and Israeli air-strikes. They are the response, not the initial aggression. Once Israel ends the tyranny they impose on the Palestinian's, the rockets will stop. This was already proven true back in 2006. For 4 months, no rocket attacks. Then in early December, Israel launched a commando raid into Gaza to kill members of Hamas and the rockets started back up.

They opened fire indiscriminately and leveled areas of Palestinian land. An Israeli helicopter gunship also opened fire at the area. At approximately 16:30, as a result of the indiscriminate shooting by IOF [Israeli occupation forces] military vehicles, 13-year-old Ahmed Younis Khader Abu Daqqa was seriously wounded by a bullet to the abdomen. At the time he was shot, Ahmed had been playing football with his friends in front of his family’s house, located nearly 1,500 meters away from the area where the IOF were present.

Human rights groups find otherwise. AMNESTY issued a report in April finding evidence that the dalou family were unlawfully targeted in November airstrikes. AMNESTY called Israel targetings war crimes. ISRAEL wiped out an entire family in Gaza in that one airstrike.
