Someone allegedly tipped off members of TdA (Tren de Aragua) of incoming raids before ICE arrived, only to find the apartments they were holed up in empty. Secretary Homan has indicated he is in touch with the DOJ to prosecute those who were responsible. The raid was supposed to net 100 members.

They only go to states they know are friendly to illegal immigrants. Given that, TdA likely thought they wouldn't be apprehended there, by ICE. If they hadn't been tipped off, they'd likely still be there.
