The federal government can deny money to any college that doesn't follow the law or government rules. Stop funds to sanctuary cities until the revoke their status as sanctuaries and make them report quarterly on their efforts to find and deport illegals.

I doubt many have emergency funds large enough to last more than 2-6 months.
