I'm a firm believer in trading pollution credits. Because there is a clear measureable damage from so many tons of SOx or NOx or particulates put into the commons.

But with CO2 credits --- it's all speculation about the damage. There is no clear value to a carbon credit defined by externality pricing..

In Germany just this week with a fully operational carbon trading program, the govt moved to EXEMPT their auto industry... In this country -- FARMERS screamed loud enough so that THEY would be exempt... It's all a forced POLITICAL solution to a nebulous problem and a way to REWARD their sponsors...
