Under the Socialist model, the Factories were owned by the State. The workers were all state employees, and their pay was fixed as part of the budget. Under Fascism, the factories were assigned different products that could be manufactured, the owners of the factories were told how much they could charge for the product, and how much they could pay their workers. The Fascist model had the owners as little more than middle managers.
