You may think, that it is legal - to kill Russians only because they want to speak their own language, but Russians believe that it is a hate crime and state terrorism. Therefore, those counterforce attacks were "counter-terrorism" (from the Russian point of view). From American point of view, there are Russian and American proxies fighting each other somewhere in the East Europe. Cold War 2.0, you know. It's normal.
