House Re-Ups the 9/11 Victims Fund... But No New Source of Funding

Why is the fund running out of money? It started with $7.4 Billion, how can that much money be running out? Did insurance companies not pay for some of the health issues? Did the life insurance companies not pay out? I thought the federal government sued Saudi Arabia because a great deal of the hijackers were from there. If the Saudis have billions to spend on more weapons from the U.S. why are they not still paying into this fund? This is a ******* shame.
