One of the first common sense rules of law suits is that it's pointless to sue someone who is broke. If you have no hope of recovering funds, there is little point in paying a lawyer to win a case when the Defendant is broke.

Since the PLO Authority no longer exists in the real world, the right to sue them would appear to have no value whatsoever, especially given the costs of suing across multiple nations.
