Actually, the Muslims have a better history of tolerating the Jews than the Christian World did. They didn't have a Holocaust, or Pogroms, or the Inquisition. They welcomed the Sepharadim Jews after they were chased out of Spain
And then the Romans chased them out for being a bunch of shitbags. The last straw was when they launched yet another revolt right in the middle of Emperor Trajan's Parthian Campaign. Hadrian had to give up the campaign and then disperse the last Jews out of Palestine so they'd stop doing this shit.
Actually, not that many Jews went to Palestine between 1920 and 1940. The real numbers picked up after 1940, despite the best efforts of the British to not antagonize the Arab World.
I agree, the British policy was often contradictory between wanting to establish a proxy colony of Europeans and trying to maintain a good relationship with the Arab World, largely on the assumption the Empire would go on as the Commonwealth.
The problem was resettling them there at all.
