Guard Troops still take orders from a disgraced governor?

The U-haul trucks are picking up his stuff and he is out of a job the day after tomorrow after being forced to resign in disgrace but Andy Cuomo goes on TV like a demented general and calls out every emergency unit in New York State (no respirators this time) including National Guard units for a cat #1 storm that might not even hit. Didn't he turn in his badge on Friday? Isn't this really strange?

The guy is history on Monday. If the threat is really serious why not let his replacement deal with it? The concept is important when a disgraced governor who tendered his resignation two weeks ago can still activate National Guard Troops while the U-Haul trucks are cleaning out his office. What's gonna happen if Sleepy Joe is relieved of duty.

Yeah but the guy who activated the Guard will be out of a job by Monday. What if he orders the Guard to protect him while he decides to stay around for a while? Maybe Andy just doesn't trust a woman to handle the job.
