Lets just take this same situation. Assadd drops chemical weapons, maybe killing a few hundred. And lets say a week later he does it again. Meanwhile we have Hillary Clinton in office. She has no idea what to do. Odds are she would not bomb them and just let more innocent people die. Hmm, hey, doesn't this debacle almost sound like what happened in Benghazi?

She would still be trying to cover up all of her illegal activity from the last 40 years but she would eventually bomb someone somewhere. So the answer is yes.
