Congress and the "Defense" department were never about defense, but making tons of money from wars of aggression, called "Theatres of war" or "Theatres of Operations".
Thus, most so called "Americans" bought into the bloody passion plays, and are still addicted to the excitements of wars, which is why USA is currently pushing for war with Iran, Russia, China, Venezuela, Yemen, etc.
