There was a German philosopher on the tip of my tongue I was going to mention but I Kant remember who it was.
 
According to the book "In the Garden of the Beasts" 2011 by Erik Larson, FDR came into power roughly at the same time as Hitler but FDR remained clueless for the entire decade of the 30's when Hitler defied WW1 surrender sanctions and created a military power that threatened other nations. According to the book, FDR's foreign policy was in a shambles and all the administration ever did even when Americans were brutalized on the street by Nazi storm troopers was to pester the American envoy in Berlin to try to recover monetary sanctions decreed after WW1 but that wasn't likely to happen. The victors write the history books so FDR's failed legacy is viewed as a success.
