This is something I have thought about as well. Spreading them out across the ME may be a bad idea. One bad apple spoils the whole barrel. Keeping them all in the same location and gradually reforming them may be a better idea. The reform will have to be mandatory. They can't be allowed to continue electing Hamas as their leaders or we will be back to this same situation in short order. It is a difficult situation for sure.

I think that number is almost certainly lower than the actual number. Like you said, if you look at a video of the unbelievable devastation there, that number has got to be a lot higher. Not to mention all the people including many children still under the rubble, I'm pretty sure those aren't included in that number.

A condition of their return to Gaza would be to accept that the children are placed in kibbutzim run by Israel, where the Jews are in charge of their education and they won’t be indoctrinated by their parents or the Palestinian schools. (No more “Kill a Jew” games.)
