Did you read the article? There is no mention of the German Foreign Minister demanding that Russia disarm. The title of the thread is bogus.

If Putin wants normal relations with Germany, he needs to restore Crimea to Ukraine and stop supporting Russian-speaking rebels in eastern Ukraine.

When politicians and diplomats speak of disarmament, it is generally an appeal to lower the rhetoric of war.

If European politicians would grow some backbones, they could be able to make their own foreign policies, like Schröder and Chirac partly did. As Europe´s second largest economic power, Russia was a vital and liable partner until 2014. It is of Europe´s interest that we have a good relationship, those who try to divide the European countries, are not our friends!
When we improve the relationship with Russia, the disarmament will follow as natural development.
