Well, sure. There are a lot more inedible red dyes that cosmetics can use and cosmetics is a much smaller market than food. They never banned it from food until now because too many food companies cried it would put them out of business because there was no good edible alternatives and they think Americans need food colors to be bright and appealing or they won't buy it.
