I like the water saver shower heads.....But it's because I like them, not because some .gov weenie requires me to have them.

Because that's all they know. Most of them have never left The City. They were born in a city, went to school in a city, work in a city and vacation mostly in cities.

City people think differently. They just do. Don't know why, don't care why. There was an experiment done some decades ago with Rats and how they evolved when living in crowded groups. How they formed gangs, robbed, raped and murdered each other that others living in normal conditions just dind't do. I think it was a UCLA study. Long time ago. It's interesting what over-crowding does to the mind. Similar studies with similar results have been done with all sorts of animals. It's a well-known phenomenon

But City people are just different. And most people don't live in the cities anymore. Yes, they live in a Metropolitan Statistical Area but not in the city proper.
