A new day and the old deal ends because of the massive abuse and fraud being done to skirt the laws. The abuse of the system to enter in illegally through deceptive practices no longer will be allowed or accepted as the dawn brings forth a new day and it begins.
After reading the following article one may be asking what is the FSA. The 1997 settlement agreement in Flores v. Reno that was agreed to in a California court case set national standards for the treatment and placement of minors in what was then Immigration and Naturalization Service (INS) custody. It established a minimum standards for initial detention with a policy favoring release of minors. With this agreement in place Coyotes could assure their clients with children desiring to enter into the country illegally that they would not be held for more than 20 days. After that twenty days was up they would be released and free to go where ever they wished in the country. To work or file for subsidies with little to no problems that could be accomplished once they had some fake paperwork made up using an actual citizens id's and ss#'s. "There were an estimated 9.3 million undocumented immigrants in the United States as of March 2002". Since then the problem has grown to be unsustainable. Pew estimated the total population to be 11.1 million in 2014, or approximately 3 percent of the U.S. population. This "is in the same ballpark" as figures from the United States Department of Homeland Security (DHS), which estimated that 11.4 million undocumented immigrants lived in the United States in January 2012. DHS estimates..to 2015 and the problem has been continually growing each year and more of the illegals started coming through Mexico... DHS estimate was flat from 2010 through 2013 and increased substantially in 2014 and 2015, coinciding with the surge in illegal immigration from the Northern Triangle of Central America, with many of them bringing their violent nature with them.

"Large numbers of alien families are entering illegally across the southern border, hoping that they will be released into the interior rather than detained during their removal proceedings," the two agencies that created the rule, the Department of Homeland Security (DHS) and the Department of Health and Human Services, said in a statement.
"Promulgating this rule and seeking termination of the FSA [Flores Settlement Agreement] are important steps towards an immigration system that is humane and operates consistently with the intent of Congress."
The rule will be published in the Federal Register on Friday and will be effective 60 days later — if it is approved by the courts.
