Ferguson police may get devices on officers belts that when they pull their guns...they then attach it to their gun...and it has a big red Bozo the clown nose bulb on it which catches the first bullet and...in theory...travels to the innocent unarmed peacful black target and hits him...but doesnt penetrate the skin.

How about...cops can ONLY use deadly force in the presence of a 2 d backup officer plus 1 civilian witness. It'll force trigger happy white cops to retreat first before shooting so backup arrives.

If you shoot someone before a warrant is signed by a judge who has reviewed the circumstances. ...then the cop is immediately guily of murder and has a mandatory death penalty.
