Nothing in the charges against Manafort is based on conversations he had, on any wiretaps. It's all based on data of financial transactions.

It's likely Papadopoulos testified to the FBI that Manafort was involved. That means the FBI had grounds to investigate. The Steele Dossier wasn't necessary.

As there's nothing illegal about the dossier, there's no fruit-of-the-poison-tree issues with using it as a starting point.
