She was up at the top of the stairs, clearly in violation of police orders, since, at that point, the crowd was still obeying orders to stay at the bottom of the stairs.

Then all they had to do was arrest her there.


Instead they blasted her back off the stairs. That could had easily broken her hip, which usually ends up in death for elderly.
