This has been going on quite some time in the GTA. CSIS has to be more involved in keeping an eye on these apparatuses in Ontario. I encourage people to google Toronto Police videos on youtube and read the comments. Some say "if this is how Canadian police are ALLOWED to act, count me out as a tourist to Canada".
