I doubt we could fill 40,000 jobs all at once but given some time it would not be a problem.
It would take a giant chunk out of Canadas gdp though.

I don't know why these jobs went to Canada in the first place ... but I assume this was for higher earnings at the time ... is that still the case? ... or have Canadian labor unions priced themselves out of a job? ...

It was due to the Canada-United States automotive products agreement. It removed tariffs on the big three auto makers that were operating on both sides of the border. Canada was running a persistent trade deficit every year. It allowed duty free trade while allowing American owned Canadian assembly plants to manufacture vehicles

Canadian governments have been greasing American politicians for decades.

I did find it interesting that this is the second occasion in which Ford has publicly thanked Mitch McConnell for his support of Canadas efforts. It seems we have a friend in Mitch and we do appreciate that.
