Money is put into account 1 and transferred to account 2. Account 1 is owned by entity A and account 2 is owned by entity B. Report same to the taxpayers. You don't have to be highly skilled in finance to do that, just be skilled in how to find data people try to hide, which these guys are.

Now, if you are commenting that the treasury is deliberately set up to obscure as much as possible the money transfers, who pays what and who gets what, you might be on to something that needs to be unraveled. This is the first step, to shine the light on the mess.
