She was steering away from the officer. If she was trying to run him over she would have steered towards him, not sharply to the right as shown in the video from Ross's phone moments before he shoots her. IOW, he could see her turning the wheel before he fired.

That certainly doesn't stop the state. Issue a warrant based on the indisputable video.
I suspect state officials are waiting to conclude their own investigation and for the FBI to conclude theirs. Ultimately, I'll be surprised if a charge of manslaughter isn't filed by the state if they have the jurisdictional right to do so.
