I think in the beginning, back in 2016, he knew he was lying.

Today though, I don't think he can tell the difference anymore.

Trump just never had to mature beyond the mental age of 12 or so because of the fabulous wealth he was born into. If you never face consequences for lying, how will you learn not to lie?
