For example the USA under president Bill Clinton. Bill Clinton turned a deficit of 290 billion in the American budget into a plus of 70 billion - after 30 years of deficits. If other presidents had followed his plans then the USA would be without debts since 10 years now.

Instead of no debts currently are the debts of the USA per citizen ~ $110,500.
