Exactly. Go search for the "Blue House Raid" of the 1960s when the North Koreans sent in a team of special forces into S Korea in an attempt to topple the government. It failed but they came close, exposed by locals and hunted down one by one (one N Korean survived and instead of killing himself as he was supposed to he defected and became a pastor).

With all of the money wasted on military you could purchase a hell of a lot of commandos and support them with air power.
