My question is why was this guy being eye balled by the law in the first place? Unless I overlooked something, the write up doesn't say.

P.S. According to the write up, one of the officers in question was fired for a previous incident, but I guess was reinstated at some point for whatever reason. To me, this time he should be fired for good if not arrested.
