Or maybe, just maybe we tell blacks "you want to be be treated fair and equal? You got it. Now go out and work hard, be responsible, be smarter, show some ambition and you'll improve your lives just like all the other blacks did that are doing well for themselves".

This what Section 4 of the 14th Amendment says. So, it's hard to see how the federal gov't or any state can pass legislation to pay reparations to the Descendents of slaves. However, the Left will not stop trying to find a way to weasel around the law to achieve their political ends. They say:

The cost of California’s statewide reparations is estimated to be $569 billion. The state’s annual budget is roughly half that amount, at $268 billion. Making things even more difficult, the state faces a $22.5 billion deficit and is seeking spending cuts to cover the shortfall. So, how in hell are they going to pay for this? Answer: they ain't. They can pass whatever bill they want to out there but they ain't got the money to fund it. That is the answer to the OP's question: no state has that kind of money to spend on a program that might fail in court anyway.

Now - what might happen in the future is anyone's guess. If the democrats keep the WH and the Senate with enough votes to abolish the filibuster and they can replace a couple of conservative justices on the SCOTUS, then pretty much anything can happen. The democrats have repeatedly shown that fiscal common sense is an utterly foreign concept to them, and they will raise taxes and spend more money until this country slides into economic hell. And they'll have no problem paying out hundreds of billions if not trillions in reparations to appease the voters and stay in power. If somebody thinks that can't happen, then please tell me why.

My son has a huge student debt for a degree that is useless to him. He, like many others, failed to do his homework before he signed on the dotted line.
