The narration supplied by city is ridiculously misleading and clearly intended to support the narrative of the municipal action taken against officer, because the video with sound off is entirely inconclusive, and ties go to the cops, not the runner! Sometimes these actions are taken simply because it violated department policy that they gave chase at all, after he was clear of the mall....

Nobody is gonna want to become a cop in this psychotic nation...
