The Telegraph article indicates concerns over actions by “foreign forces” that might bring about chaos in the north – the indirect reference is to the south.

To make matters worse from its own side, China is not exporting any crude to the north. Added to the current drought and food shortages, something's gonna break sooner or later.

well, we've got 30,000 US soldiers in Korea, so what makes you "think" that we won't be dealing with it, hmm? we've kept that many or more there ever since the war. I was there in the early 70's, guarding nuke missiles that we CLAIMED were not there. :-)
 
It should be a measure of comfort that China will be dealing with North Korea rather than us. They will actually do something.
