Nothing quite that drastic. But to stop the forward movement of a massive mob it is necessary to deploy lethal force against its frontal rank.

That will stop it and turn it back. But if that isn't done an impression of acceptance is formed and the movement will grow to overwhelming proportions, such as we are seeing in Europe.
