Can the Governors call in the National Guard to stop the Migrants?

Why don't the Governors send in the national-guard to deal with those horrible illegals in the border states?

Because immigration, including illegal immigration is the exclusive responsibility of the federal government.

Since the federal government has completely abandoned its responsibility the cartels have taken over. It will take active duty military to get those borders back, north and south. It will be a full scale war.
