The state of California would lose four seats in the U.S. House of Representatives, and therefore four votes in the electoral college, if only citizens were counted in the decennial national census.

Well imagine that the state of Ca. would lose four seats well then lets help them lose all their seats and get ppl in there who care about THE STATE and the AMERICAN people over those who just came in on a boat.

I do not know and until the census is taken we won't know. As for always counting that is true but citizenship has been on the questionnaire in the long past.
