It shows they are trying to preempt trump, especially the work from home deal. They knew that was on his agenda (and still is), but they passed it anyway to prevent trump from doing anything about it (which he still will).

As far as the J6 deal, that entire thing hurt trump and was done for pure revenge, and to try and hurt his reelection chances. Those who were responsible need to help held to account. But if biden pardons all of them, they will get away with what could be one of the biggest scandals of the century.
