That's because the TSA has stopped those Terrorist attacks. Oh wait a minute, they haven't stopped any.
That's because the Air Marshals have stopped those attacks. Oh wait, they haven't stopped any.
That's because the Border Patrol has stopped those attacks. Oh wait...

See, declaring war on a Tactic (terrorism) instead of a person or a country allows the President and our gov't to declare and have unlimited, endless war on whatever they deem as terrorism.

Anywhere.
