The truth will tell, and right now, it's telling us that the Bush administration "fixed the intelligence and facts around the policy" of using military force to remove Saddam Hussein from power, and this was months before Dubbyuh brought the issue up before Congress.
And, there was the <a href=http://www.timesonline.co.uk/article/0,,2087-1632566,00.html>stepped up bombing campaign</a> in Iraq which started in May of 2002 in order to goad Iraq into a war. this was, again, months before Bush brought the matter before Congress and the American people.
The <a href=http://www.timesonline.co.uk/article/0,,2087-1593607,00.html>Downing Street Memo</a> states:
<blockquote> Military action was now seen as inevitable. Bush wanted to remove Saddam, through military action, justified by the conjunction of terrorism and WMD. But the <b>intelligence and facts were being fixed around the policy</b>.(<i>emphasis mine</i>)</blockquote>
This clearly indicates that, rather than using intel to shape policy, the intel was being cherry-picked and shaped to suit the needs of the policy of war with Iraq.
I'm not taking any bets with the Republican leadership which now controls Congress. They have failed in their oversight duties before with this administration, and they'll likely do so again. I don't really hold out much hope for impeachment unless the American people wake up to what is really happening in Washington and the White House. If Congress fails in its duties again, we can all kiss the Republic good-bye.
