Not like you think. The official purpose is to support them fighting ISIS. But neither are they eager to fight ISIS (they share the same wahabi ideology), nor are they able to as they are encircled by pro-government forces. All they want is to fight the government but this cause is lost indeed. Nato is running out of rebels and the SAA becomes stronger every day.

Also, the official stance of the US is to leave that fighting ISIS to the government troops, that do it better anyway and actually liberate the places instead of replacing one murderous terror regime with another.

The reason the US weren't seen as liberators is because the US has a bad reputation in Muslim countries for being a war monger, and because everyone knew Bush made up stuff to try and justify an attack on a country, ad because once he had defeated Saddam, he went and FIRED all the police and armed forces, young men with families to support were put on the streets and it was Iranian money that kept them fed, and they then went around undermining the rebuilding process.
