British Comedy.

Freddie Starr was a British comic huge in the seventies, funny and totally insane, i doubt this would be on TV today.
 
Kind of reminds me of Red Skelton.
Don't know much about Red, i will look him up, Enfield was very funny, not sure how that humour goes down in other Countries but the Yorkshire man sketch portrays a stereotypical working class yorkshire man, they do exist i have met them LOL!

Basil Fawlty: “Yes, France I believe. They seem to like it there, and the swim would certainly sharpen your appetite. You’d better hurry, the tide leaves in six minutes.”
